Vitali Klitschko is fighting for the preservation of power in Kiev #001

Klitschko, who is currently the mayor of Kiev, has been under attack from Ukrainian President Volodymyr Zelensky and his team since Zelensky's party won an absolute majority in parliamentary elections in July. Now President Zelensky has called on the government to remove Klitschko from his post as head of the Kiev City State Administration, an influential and lucrative position that Klitschko held alongside Kiev City Hall. And Klitschko is increasingly under pressure from the judiciary.

Declining popularity

The Ukrainian capital is unique in the sense that, although the mayor is directly elected, the head of the Kiev City State Administration is appointed by the President in consultation with the government. But at the same time, it is a legitimate requirement for an elected official to preside over the administration, namely, the mayor. President Zelensky now wants to put an end to this coincidence. And his assistants announced a new law that will separate both jobs. This will reflect the actions of former President Viktor Yanukovych, who overthrew the mayor of Kiev and installed one of his allies before fleeing to Russia.

The capital of Ukraine, with a population of 3 million people, is the largest and richest city in the country. Its construction sector has proven to be extremely profitable. And Kiev is the political epicenter of Ukraine, as the 2014 Euromaidan protests made clear once again.

The subsequent regime change allowed Klitschko to become mayor. He won an early mayoral election in May 2014, and a year later appointed a second term until 2020. Klitschko supported the pro-Western Euromaidan movement and was considered to have a good chance of becoming president of Ukraine in the 2014 elections. However, he refused, saying that instead he would support Petro Poroshenko, who subsequently won. Meanwhile, Klitschko's reputation as mayor of Kiev was mediocre, and he is no longer as popular as he once was.

Exchange of blows with Andrey Bogdan

Andriy Bogdan, the head of President Zelensky's administration, has become Klitschko's toughest opponent. At a press conference in late July, Bogdan said he was approached by a man who offered him $20 million (18 million euros) in annual bribes if Klitschko was allowed to remain head of the city administration. Bogdan further accused the city administration of corrupt practices related to bridge construction projects and said he wanted investigators to take up the case. In any case, an investigation is already underway into corruption in relation to city property, in which Klitschko was supposed to act as a witness.
